media wars are heating up around manipulation’ of results in favour of
‘powerful’ and/or those in power. <o:p></o:p></p>
<p class="MsoNormal">*The ‘tool’, at the centre of this cacophony is the
Electronic Voting Machines, and the processes surrounding the voting,
maintaining the integrity of the processes of collating, counting, tallying and
declaring the results. <o:p></o:p></p>
<p class="MsoNormal">*The din serves a useful purpose of keeping all concerned on
their toes.<o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*In 2019 general elections ECI reported a mismatch of votes
polled and counted in a whopping 373 seats ~69% of the seats for which
elections were held: There were surplus votes in 220 Seat while 153 seats
reported a deficit. <span style="color: blue;">There are 6 seats where the
discrepancy in votes is higher than the winning margin</span><span style="color: #c00000;">.</span> A suspicion of ‘manipulation’ is therefore valid
as there is no satisfactory explanation for these ‘result changing’ aberrations
available in the public domain. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*The demand for return to “Paper Ballots’ is a non sequitur.
Even those proposing it know it. Booth capturing/mass rigging by miscreants to
intimidating the polling personnel and stamping the Ballot papers on particular
symbol and escaping in a matter of minutes, is surely prevented by the use of
EVMs. <o:p></o:p></p>
<p class="MsoNormal">*Thiru TN Seshan exerted all the Constitutional Powers of a
CEC to the hilt- no-holds barred to control the animal spirits of the
contenders for political power. His management of election processes on this
vast sub-continent left behind many robust SoPs for conducting elections. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*The ‘hacking’ charge is easily dismissed since all three
components of the EVM --‘Ballot Unit (BU), the VVPAT and Control Unit (CU) are
fully isolated once placed in the polling booth: There is no internet, wi-fi or
blue tooth access. Both ECIL and BEL the manufactures and indeed the Prof A.G.
Rao and Prof Ravi Poovaiah of IIT Bombay, who designed the system must have
used ‘hacking’ to ensure a “fit for use’ EVM. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*The Election Commission of India supervised and managed the
“1952 polls that had 173 million electors, who walked up to the presiding
officers sitting under a tree, and cast their vote in unprotected polling
stations. <o:p></o:p></p>
<p class="MsoNormal">*Cut to 2019, the Election Commission issued ‘tamper proof’
‘voter ID cards’ to 911.9 million electors. The voter turnout being 67.4 per
cent, 614 million votes were cast.<o:p></o:p></p>
<p class="MsoNormal">*Padma Bhushan Sukumar Sen, our first CEC, supervised the
1952 general elections, that had only 1,874 candidates from 53 parties
contesting in 401 constituencies. It required 1.96 lakh polling booths. <o:p></o:p></p>
<p class="MsoNormal">*CEC Sunil Arora supervised the fractious 2019 general
elections that featured 8,054 candidates from 673 parties in 543 constituencies
with 10.37 lakh polling booths. He lamented that EVMs were being treated like a
"football" by parties suffering electoral losses. "It is not
possible to manipulate EVMs. But technical snags are possible as in case of any
other device, but are promptly fixed”. <span style="font-size: 9.0pt; line-height: 107%;">(Eco Times – Mar 1<sup>st</sup> 2024 -PTI)</span><o:p></o:p></p>
<p class="MsoNormal">*These numbers compare favourably with the combined population
of USA plus the 27 countries of European Union: And have earned the epithet of
“The Gold Standard” for the Indian Electoral Processes in the democratic world.
Former CEC Nasim Zaidi asserted that “the ECI enjoys trust and confidence of
people …. for delivering regular, periodic, credible and acceptable elections
every time and on time since 1952". <span style="font-size: 9.0pt; line-height: 107%;">(Eco Times – Feb 2024)</span><o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*The EVMs were improved over 22 years before its full
deployment in 2004 general election, with model called 'M1 EVMs'. A 'M2 EVMs'
was used between 2006 to 2010. The latest generation of EVMs, produced since
2013, are known as 'M3 EVMs', incorporating the Voter Verifiable Paper Audit
Trail (VVPAT) machines, pursuant to Supreme Court orders. <o:p></o:p></p>
<p class="MsoNormal">*The model obsolescence and expected wear and tear and
service life explains the difference between the produced numbers and the stock
with Election Commission. The ECI junked 9,30,430 EVMs purchased before 2006 as
the older machines are nearing their 15-year life cycle. <o:p></o:p></p>
<p class="MsoNormal"><span style="font-size: 9.0pt; line-height: 107%;">(HT -2<sup>nd</sup>
Apil 2017).</span><o:p></o:p></p>
<p class="MsoNormal">*In 2024 General Election, due in April-May, EC estimates
that 11.8 Lakh polling stations will be established requiring 30.78 lakh EVMs. <span style="font-size: 9.0pt; line-height: 107%;">(ET – 28<sup>th</sup> Dec 2023)</span><o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*There is no proof that EVMs have been manipulated in any of
the past elections. However, concerned people claim that the risks are there. <o:p></o:p></p>
<p class="MsoNormal">*Madhav Deshmukh, an IT Expert, explains that since the ‘vote’
flows thru the VVPAT unit to the ‘Control Unit” it may be fudged. Even if the
‘correct’ ‘chunav chinh’ appears in the VVPAT window for 7 seconds, the VVPAT
may send another to the Control Unit (CU).
<o:p></o:p></p>
<p class="MsoNormal">*Given that it is <span style="background: white; color: #4d5156;">Voter’
constitutional right to put her ballot in the box: the VVPAT devise should </span>be
connected in parallel, enabling the voter to transmit her vote directly to the
Control Unit, after ‘verification’. <o:p></o:p></p>
<p class="MsoNormal">*There are doubts expressed about the robustness of processes
pairing the BU and CU; the opening and closing of the polling day; the
transport of EVMs to the Counting Stations, security and integrity of counting
processes. (Remember: There are 6 seats where the discrepancy in votes
is higher than the winning margin-2019 GE). <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*It is axiomatic that errors, random or manipulated occur at
“Process Interfaces”. A few technical and process fixes will assuage the
‘doubters’ and even help control mischievous intents, improve efficiencies and
cut costs. <o:p></o:p></p>
<p class="MsoNormal"><b><span style="color: #c00000;">Process 1</span>:</b> Before
actual poll, Mock-poll is conducted in the polling station in the presence of
polling agents of the contesting candidates, ensuring that the BU press
registers correctly in the Control Unit. After Mock-poll, data of mock poll is
cleared and Result section is sealed with green paper seal, tags & thread.<o:p></o:p></p>
<p class="MsoNormal"><b><span style="color: blue;">A Technical Fix</span><span style="color: #c00000;">:</span> </b>Replace the ‘green paper seal, tags and
thread’ with or add a ‘bank locker’ type locking system<b>. <o:p></o:p></b></p>
<p class="MsoNormal"><b><span style="color: #c00000;">Process 2:</span> </b>The
polling officer presses “ballot button’ on CU and the ‘green light’ on BU glows,
indicating that the Voter may cast her vote. Once s/he casts her vote, the ‘Red
Candidate lamp’ lights up. <o:p></o:p></p>
<p class="MsoNormal"><b><span style="color: #c00000;">2b</span>:</b> And the VVPAT
window shows the Symbol for 7 seconds and prints a paper slip; and the Vote is
sent from the VVPAT unit to and is registered in the Control Unit. A count of
VVPAT slips from 5% of the polling stations during the counting process is
supposed to certify the integrity of Election Results. There is demand for 100%
counting of Paper Slips, adding enormous time and costs to the process. <b><o:p></o:p></b></p>
<p class="MsoNormal"><b><span style="color: blue;">A Technical Fix:</span> </b>Let’s
hand over the ‘confirmation’ to the voter herself, i) Add two switches, <b><span style="color: #548235; mso-style-textfill-fill-alpha: 100.0%; mso-style-textfill-fill-color: #548235; mso-style-textfill-fill-colortransforms: lumm=75000; mso-style-textfill-fill-themecolor: accent6; mso-themecolor: accent6; mso-themeshade: 191;">“GREEN- OK”</span></b>
at the bottom of BU and <b><span style="color: red;">“RED- Not OK’</span> </b>on
top of the BU, ii) Convert the VVPAT to only a “Vote Verification Unit” – VVU –
eliminate printer and paper, and iii) Connect the VVU only to BU – remove its
connection to CU. <o:p></o:p></p>
<p class="MsoNormal"><b><span style="color: blue;">Process Fix</span></b>: The
Voter, if s/he sees the correct symbol in the VVU, presses the “Green -OK’
button. This action alone sends the Vote to and is registered in the CU. And
the VVU window closes. <o:p></o:p></p>
<p class="MsoNormal">*The “VVU” will not cost more than ₹500, saving ₹15,500, by
eliminating the expensive printer and paper rolls; halving the cost of EVM Unit.
There would be enormous saving of time and money at the counting stage as well.
<o:p></o:p></p>
<p class="MsoNormal">If s/he presses the “Red-Not OK’ switch her first vote is
‘deleted’ and s/he may rectify her vote. <o:p></o:p></p>
<p class="MsoNormal"><b> </b></p>
<p class="MsoNormal"><b><span style="color: #c00000;">Process 3</span></b><span style="color: #c00000;">: </span>After completion of poll, EVMs are escorted back
to strong room and the Polled EVMs are stored under 24 X 7 security.<o:p></o:p></p>
<p class="MsoNormal"><b><span style="color: blue;">A Fix:</span></b> BEL and ECIL may
create a WORM (Write Once, Read Many) flash drive where the entered content
cannot be deleted, formatted, erased, altered or manipulated.<o:p></o:p></p>
<p class="MsoNormal">*Candidates buy and provide WORM USBs to each of their
Authorised Polling Agents, who register with the Presiding Officer of the
Polling station. <o:p></o:p></p>
<p class="MsoNormal">*At the end of Poling day, the Polling agents are allowed to
download voting data from the CUs on to their WORM USB. This will enable each Candidate
to confirm the “result” declared by the ECI, after compiling the raw data from
their own Poling Agents. <o:p></o:p></p>
<p class="MsoNormal">*The Candidates will have raw data for analysing and help
develop their electoral strategy in future (Reduce the power of large parties) <o:p></o:p></p>
<p class="MsoNormal">*And the concerns around ‘pairing of BU & CU, Tracking
of EVMs etc are alleviated and sources of variation/errors in the results
reduced if not fully eliminated. <o:p></o:p></p>
<p class="MsoNormal">*A few pre-poll steps may also be rationalised to improve
efficiencies: And the ECI may develop algorithms defining variation limits
within which the Results can be declared and/or repoll ordered. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*Transparency built thru the above ‘fixes will improve the
‘health of election processes which is but one of steps to ensure a healthy
democracy. The purpose however is to elect 542 People’ Representatives to
represent “we the people’ in Lok Sabha: A body that is central to the
functioning of the Indian State. <o:p></o:p></p>
<p class="MsoNormal">*The ‘dance of democracy’ played out on daily basis shows
that our PRs are whipped and corralled into just being a ‘number’ that leaves
her brains and souls on those steps to the Sabha, where the great leader
touched his forehead. <o:p></o:p></p>
<p class="MsoNormal">*After eight years of work, the book, <b><span style="color: blue;">“Factory Resets of Governance Rules”</span></b><span style="color: blue;"> </span>-Democracy FOR the People, lays out a set of
‘implementation prescriptions’ – a ‘business plan’ that uses ‘Good Governance
Practices’ based on the spirit of our Constitution: More specifically, the
Preamble to the Constitution. <o:p></o:p></p>
<p class="MsoNormal">*The Chapter 4 – <b><span style="color: blue;">The People’
Representatives</span></b>, sets out the structure, systems, processes (in
about 15 pages) such that each candidate may spend under <b><span style="color: #c00000;">one crore</span></b> for her election, loosening the hold
of pressure groups and lobbyists. S/he is also generously incentivised to act conscientiously
on behalf of her constituents. <o:p></o:p></p>
<p><span style="font-family: Calibri, sans-serif; font-size: 11pt;">*Incidentally, Mizoram uses one of the “Resets”

Kindly recall that only propertied and monied classes could vote (about 3% of the population) and they drove (funded) the politicians as usual (the world over). </p><p class="MsoNormal" style="background-color: white; color: #222222; font-family: Calibri, sans-serif; font-size: 11pt; line-height: 15.6933px; margin: 0cm 0cm 8pt;">*The Pakistani politicians rowed hard towards Middle-East to craft new Pakistani identities that are far removed from the subcontinental ethos; with little success. <p class="MsoNormal">Any society must move along the scale of Jungle (0) to
Civilized (10), the “Matsya Nyaya”, for it to rise up on the "happiness
Index": At say 7+ most Individuals may thrive and live out a “pleasant journey
of life”. <o:p></o:p></p>
<p class="MsoNormal">*In the modern world all persons are 'equal rights' fellow
citizens, implying ‘rights’ to a ‘pleasant life’ – a life of "dignity' as a
‘person of worth'. The idea has been variously articulated ‘no one left behind”
Or welfare of ‘last man standing’, ‘Antodaya” etc. over last 200 years. <o:p></o:p></p>
<p class="MsoNormal">*It is well understood that “economic wellbeing” is the necessary,
though not sufficient condition for living such a journey of life: The ONLY
Life. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*There are two groups – the unskilled workers and farmers,
who have very low bargaining power; also called ‘pricing power’ who must therefore
be supported. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*The Lowest unit of administration decides and declares
minimum wages, say quarterly for ‘unskilled worker’ – a mason helper, a
housemaid, a farm picker, that must at least be “Consumption Needs of a
Household +30%, the savings rate.". <o:p></o:p></p>
<p class="MsoNormal">*The same lowest unit of administration will, every month,
declare a price for “All Farm Outputs” and “primary goods” that is at least 50%
of the price a housewife/buyer pays in the nearest town. <o:p></o:p></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">*These two measures will ensure that Billions can live out a
‘pleasant journey thru life”. All other economic measures (so far) effect
people in millions. And most jurisdictions will experience a steep rise on
“Happiness Index’ say by 2034.<o:p></o:p></p>

these ‘boiling the oceans’ is that the Rural communities, that supply “Foods
& beverages” and other primary goods continue to suffer an adverse term of
trade of 1:2 (arguably) for ever. <o:p></o:p></p><p align="left" class="MsoNormal">*The devise of “Cost plus
‘formulae’ end up supporting minuscule amount of Agri Produce, in items and
quantity, leaving the rural populations- two thirds of India gasping under the
chokehold of market forces’ as ever; forcing the ‘majority’ of Indian People into
a life of ‘penury’ and ‘indignity”. <o:p></o:p></p><p align="left" class="MsoNormal"><o:p> </o:p>*Any good business must

by a local Bank/post office. <o:p></o:p></p><p align="left" class="MsoNormal">*Farmer can release her
produce to sell as s/he needs money. The wholesale buyers and the govt pays for
its needs. Alt, the Banks/PO can lend to the buyer (better collaterals) and
even to the Farmer if s/he decided to ‘wait’ by discounting her WRs (full
collateral). <o:p></o:p></p><p align="left" class="MsoNormal">*All pressure on CFI
(Bhartiya Lok Nidhi) and FCI etc is lifted. The logistics chain is forced to
become efficient. Now the farmer is truly a 'business man' whose prices get
linked to market prices, allowing her to manage her cropping decisions. <o:p></o:p></p><p align="left" class="MsoNormal">*That's how <b><span style="color: #c00000;">Varghese Kurien</span></b> grew our Milk Industry that became
the world' largest, by 1995. It is well documented.<o:p></o:p></p><p align="left" class="MsoNormal"><o:p> </o:p>*With the local admin and
banks providing real support at the grass roots, the Agricultural economy
'rebalances': It will have surpluses, to set up value adding industries locally

effectively worked by the crème de le crème of our society, “elected and

to crawling in our big cities at that speed sitting in our Mercs, Beemers and
Marutis that are acquired on the boasts of ‘100kmph + speeds in 6 seconds’.</span></p><p class="MsoNormal" style="line-height: normal; margin-bottom: 0.0001pt;"><b><span style="font-family: "Trebuchet MS", "sans-serif"; font-size: 12pt;">And:</span></b><span style="font-family: "Trebuchet MS", "sans-serif";"> In Delhi of 2003, on completion of “75 flyovers’ one could reach a destination in 40 mins against 1 hr 15 mins earlier. </span><span style="font-family: "Trebuchet MS", "sans-serif";">Since then we have invested lakhs of crores of public funds to furiously widen roads, build clover-flyovers and the “world’s largest metro network”, but have failed to stay a step ahead of the ‘choke’ effect of 40,000+ cars added to Delhi roads. These cars cost ₹2,500 Cr (@ ~ ₹6.5 lakh) per month in Household and public savings ~₹ 30,000 Crores per years. </span><span style="font-family: "Trebuchet MS", "sans-serif";"> </span><span style="font-family: "Trebuchet MS", "sans-serif";">And yet, think of an ambulance struggling to come and ferry your mother, who must reach an emergency room within an hour! </span><span style="font-family: "Trebuchet MS", "sans-serif";">Our top 10 cities are no exception.</span></p><p class="MsoNormal" style="line-height: normal; margin-bottom: 0.0001pt;"><b><span style="font-family: "Trebuchet MS", "sans-serif"; font-size: 12pt;">And Biggest Irony of All: </span></b><span style="font-family: "Trebuchet MS", "sans-serif";">Private Cars that are 85%+ of the fleet, ‘sit’ in the parking spaces for 90%+ of the time in a day (24 hrs). </span><span style="font-family: "Trebuchet MS", "sans-serif";">Behaviorally, “personal cars” are an asset class akin to Gold that sits in lockers mostly. </span><span style="font-family: "Trebuchet MS", "sans-serif";"> </span><span style="font-family: "Trebuchet MS", "sans-serif";">But cars depreciate once out of the showroom; gold may and does appreciate. </span><span style="font-family: "Trebuchet MS", "sans-serif";">The Personal Cars are therefore hardly an efficient tool, nor a good asset.</span></p><div><b><span style="font-family: "Trebuchet MS", "sans-serif"; font-size: 12pt;">Factory Reset#1: </span></b><span style="font-family: "Trebuchet MS", "sans-serif";">Raise the GST on personal use cars @56% (against 28% now)-a sin tax.</span></div><div><b><span style="font-family: "Trebuchet MS", "sans-serif"; font-size: 12pt;">Factory Reset#1 (1):</span></b><span style="font-family: "Trebuchet MS", "sans-serif";"> In the top 10 most populous cities (municipal limits) in India, allow one car per household. </span><span style="font-family: "Trebuchet MS", "sans-serif";">The Household may buy its second car @200% and the third on @400% GST. The Power generating station will burn less fossil/other fuel to produce electricity. </span><span style="font-family: "Trebuchet MS", "sans-serif";">*The Logistic chain of fuel supply to neighborhood gas stations is not required any more. *Above all the Cars as Taxis will clock 60%+ up time. </span></div><div><b><span style="font-family: "Trebuchet MS", "sans-serif";">Effects on Air Pollution – Transformation of Economy:</span></b><span style="font-family: "Trebuchet MS", "sans-serif";"> The Car Industry is currently being disrupted by EV Tech. methodology. The back series issued to ensure fair comparison showed that GDP
growth in the UPA years better than NDA years. <o:p></o:p></div>

P. Chidambaram gloated that “the 10 years of the UPA
government recorded the highest decadal growth since Independence” and “… It
should put an end, once and for all time, to the misconceived charge that the
UPA government had mismanaged the economy.”<o:p></o:p></div>

Now that commentary does not gel with the “Congress Mukt”
narrative being built so strenuously by NDA. <o:p></o:p></div>

<b>April 2017</b> –
Sudipto Mundle Committee was set up to improve the “Real Sector Statistics and
databases”. The Report was published by MoSPI in <b>August 2018</b>. Back series from 1994-95 was now reported using
another set of databases (with 2011-12 the current base year). <o:p></o:p></div>

This report reconfirmed that the average growth under the
two UPA terms turning out higher than that under NDA-1. The government, promptly
to disowned the data by stating that the Mundle methodology was ‘experimental’
and not yet ‘finalised’. And the Report <b><i><span style="color: #0070c0;">vanished</span></i></b>

very telling distinction between India and Bharat, when he said that the DeMo
and its attendant “formalization” delights Bombay and Delhi but the lights have

Increasingly our Governance systems and structures, Centre
and States have strayed from their primary tasks: 1). Security of Life and

rest of us, indeed the economy” wrote M S Swaminathan in his report on Indian
Agriculture in 2006, 12 years ago. <span style="mso-spacerun: yes;"> </span>The
farmers are “Producers” who have almost nil control over the pricing of his/her
produce. <span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>

in many Agro-revolutions; namely, Green Revolution- Cereals and pulses, White
Revolution-Milk, Golden Revolution-fruits and vegetables and Blue Revolution-Fisheries
etc. We have managed to improve the nutrition level of citizens (per capita
basis) by many multiples, even as the population has grown four folds. <o:p></o:p></span></div>

being a “PL 480 dependent” economy; our Agro-exports are now ~$40Billions, same

<span style="font-family: Trebuchet MS, sans-serif;">The shrinking land holding sizes and poor investment in rural
areas has increased the farmer /rural folk distress. Almost 70% of the
households are landless or cultivate marginal holdings. We resort to frequent
“farm loan waivers” and subsidies that are not liked by many influential

current basic prices (base year 2011-12) is ₹ 1,01,313 for the urban areas and
₹ 40,772 for the rural areas," as per Finance Minister Arun Jaitley. The
differential is 2.5 times in favor of Urban areas now (It must be noted that
averages hide many issues). <o:p></o:p></span></div>

being the lowest in Andhra. (NAFIS 2016-17 –Aug 2018). And indebtedness is
₹1.03 Lakh per rural household. 82.5% of Income is accounted for by Expenditure.
The resulting savings rate of 17.5% is obviously inadequate to cover for
“business risks” of Agriculture and allied rural activities, leading to chronic
indebtedness and frequent need for “farm loan waivers.<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>

orientation. Agriculture is also a “business” and this vital economic activity

A2 (direct –out-of-pocket) +FL (family’s labor) + C2 (Indirect costs) marked up
by 50%. However the GoI very quietly omitted the C2 and arrived at an MSP
marginally higher than the existing ones, not disturbing the Terms of Trade
(ToT) between Rural and urban economies. <o:p></o:p></span></div>

of transferring value to its constituent dairy farmers is a golden example to
follow that was even recognized by our PM while inaugurating one of its
value-adding plants in Anand, Gujrat. The member dairy farmers receive 70%+ of
the street price of Milk thru price, bonuses and dividends. And the dairy
farmers of India have returned the favors by making India the largest Milk
–Producer in the World, for last 20 years. <o:p></o:p></span></div>

<span style="font-family: Trebuchet MS, sans-serif;">Incidentally, this Amul Model has been followed by Kenyan
Tea Industry to become the largest exporter of Tea in the World, in a span of
25 years. <o:p></o:p></span></div>

<span style="font-family: Trebuchet MS, sans-serif;">Surely, the core principle of remunerating the farmers in
relation to Street Price is transferrable to ALL agro-crops. <o:p></o:p></span></div>

<span style="font-family: Trebuchet MS, sans-serif;"><b style="mso-bidi-font-weight: normal;">The Core Objective</b>:
Let’s set up Agro-pricing mechanism that ensures farmers/ producers get at
least 50% of the “<b style="mso-bidi-font-weight: normal;">Street Price</b>” in
the nearest A or B class town.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>
<div class="MsoNormal">
<span style="font-family: Trebuchet MS, sans-serif;"><b style="mso-bidi-font-weight: normal;">Differentiation: <span style="mso-spacerun: yes;"> </span></b>The current price setting mechanism does
not adequately account for the quality, grade or market conditions. Every
district from Kanyakumari to Kashmir must be producing different commodities,
as per its agro-climate and different grades /types /genus, and at different
times of the year; The <b style="mso-bidi-font-weight: normal;">Street Price</b>
would vary /fluctuate accordingly, in the neighborhood areas. <o:p></o:p></span></div>

<span style="mso-spacerun: yes;"> </span></b>Therefore, the District
Administrator (renamed DM or DC, to change the colonial –era mind-set of the
“collector”) heading a district level Agro-Experts and stakeholders’ committee
(with linkages to and taking inputs from CACP and Min of Agriculture, GoI &
Farmers’ Producer Organizations, and Supermarkets, NGOs etc.) in their monthly
meeting deliberate on the upcoming crops, grades and volumes in the benchmarked
A & B towns.<o:p></o:p></span></div>

on arrival. The Buyer will issue a Warehouse receipt that the farmer takes to
the Bank at the Mandi. Farmer gets the Credit (or cash) and the Buyers Working
Capital Limits/accounts are debited. <span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>

compelled to borrow for consumption. It may be noted that the cash- cycle of
farmers is more than 3 months, from buying inputs to receiving cash for

the <b style="mso-bidi-font-weight: normal;">Next Steps</b> – FPOs and Advances

which the local dealers and exporters can buy their needs. Such buyers, who are
market savvy, can also be financed by banks.<span style="mso-spacerun: yes;">

agents. (Govt agencies may be given a corpus +Bank limits within which they
must operate profitably. And send monthly reports to DA –Committee and
controlling agencies.) <o:p></o:p></span></div>
